When is a penalty box entry considered to have been started?

A:

A skater’s entry to the Penalty Box, with regards to rules 5.16.10, 5.16.11, and 5.16.20, is specifically referring to their “final approach” to the Penalty Box in order to serve a penalty. While it is not limited to the time that starts once they enter the Penalty Box, it also does not apply to the time spent simply getting around the track. These rules, and this concept, do not apply between jams; other penalties regarding pre-jam and post-jam blocking should be referenced to determine the legality of actions during those times. Any dangerous Penalty Box entry between jams may be covered by 5.16.19 as deemed by the referee.
